2014: A Tale of Two Countries: the Digital Disruption of Government

The paper was presented at the CAPAM 2014 Biennial Conference in Putrajaya, Malaysia from October 19 to 21, 2014.

This paper is a comparative review and discussion of the “e-government” / online programmes of Australia and the UK over the past 15+ years (as at 2016).

The event was held in collaboration with the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), and will be held in conjunction with the Commonwealth Secretariat’s Forum of Public Service Ministers. The central theme of the conference is Public Service Transformation: A new conversation.

CAPAM’s mission is to promote the practical requirements of good governance, just and honest government across the Commonwealth countries and beyond.  CAPAM provides a forum for the active exchange of innovations, knowledge and practice in citizen-centred service delivery, leadership development and growth, and public service management and renewal.  CAPAM represents an international network of 53 different countries across the Commonwealth with a total population of 2 billion people. The association is guided by international leaders that believe in the value of networking and knowledge exchange and the promotion of good governance for the betterment of citizens across the Commonwealth.

Dr Jerry Fishenden (from the UK) and Marie Johnson (from Australia) have both had senior executive roles in the respective governments driving digital transformation programs.  They have both worked for Microsoft – where Jerry was the Microsoft CTO for the UK and Marie was the World Wide Executive Director for Public Services and eGovernment based in Redmond.  While at Microsoft, Marie and Jerry were joint authors of the Microsoft Strategy “The New World of Government Work”.  Jerry and Marie are now operating their own independent specialist businesses providing strategic advice to government and industry on the impact of digital disruption on government operations, the economy and society.  They are both sought after speakers, commentators and thought leaders.  Jerry recently published (with Dr Mark Thompson) “Digital Government, Open Architecture and Innovation: Why Public Sector IT Will Never be the Same Again”.  Jerry is a columnist for the CIO (UK) and Marie is a contributor to the CIO (Australia).
