As Chief Technology Architect at The Australian Government Department of Human Services, I initiated the investigation into payment delivery reform, as part of Service Delivery Reform, and led the industry consultation.

Innovation in Payments and Information Services aims to promote collaboration with industry on government payment and information delivery systems.

This paper does not canvass policy issues, nor foreshadow any changes to the eligibility rules or types of benefits on offer; nor does it directly relate to any current or planned procurement activity.
This engagement with industry will:

  • help industry to get a clearer picture of where government payment and information needs are heading

  • help government get a better understanding of technical and commercial developments in payments and information services

  • identify ways industry and government can work together to achieve common goals – including ways of providing services which are tailored to customer needs.

Each year the Australian Government delivers more than $100 billion in payments through the Human Services Portfolio.

The purpose of this strategic transformation focused discussion paper is to engage with industry – payments, retail and the ICT and innovation industries – on innovative ways of delivering government payments and information exchange services.
